A Clarksdale resident is mounting a campaign alleging discrimination by the city and Clarksdale Public Utilities. Stanley Clark has asked state attorney general Jim Hood for an opinion regarding the makeup of the board of commissioners, claiming that the city’s voting districts have been manipulated to discriminate against African-Americans. Clark also alleges racial discrimination by CPU and is urging citizens to attend the next CPU board meeting at 4:15 Tuesday in support of his proposed “bill of rights” for ratepayers.
